THE WAR ON LOC-I RESOURCE SERIES

12 Executive Resources. One Mission: Reduce LOC-I.

Follow along over the next 12 weeks, as APS releases a structured series of executive resources designed to help flight department leaders better understand, evaluate, and implement effective Loss of Control In-flight (LOC-I) risk mitigation. Each resource will address a specific aspect of the decision-making process—from training architecture and provider evaluation to implementation, recurrence, operational integration, and long-term effectiveness. Find the resources below as they become available.

The Problem

Loss of Control In-flight (LOC-I) remains the #1 cause of fatalities in fixed-wing aviation, despite decades of automation and training improvements. Why? Because most training isn’t built to address it. It lacks the behavioral, kinesthetic, and cognitive resilience pilots need under pressure (ICAO, 2014).

The SOlution

APS leads the charge with Every Pilot In Control Solutions Standard™ (EPIC-S2™), a fully integrated UPRT framework that combines academics, simulation, and on-aircraft training. It’s designed not to meet the minimum—but to deliver transformational, lasting impact. The regulatory baseline is strong—ICAO Doc 10011, and FAA ACs 120-111, 120-109A, and 120-123 provide sound guidance (FAA, 2015a; FAA, 2017; FAA, 2020; ICAO, 2014). But the difference lies in the execution. That’s where transformation happens.

The movement

This is a collaborative initiative. Whether you're a UPRT provider, operator, regulator, or insurer, your role is essential. Real change requires alignment. The standards exist. The time is now. If you’re a UPRT provider, adopt fully integrated training that is aligned with the Every Pilot In Control Solutions Standard (EPIC-S2) wherever possible. If you’re an operator, demand UPRT solutions that reflect the combined power of Every Pilot In Control Solutions Standard (EPIC-S2) and Every Pilot In Control Personalized Protocols (EPIC-PRO) to produce real-world pilot resilience. Together, we can overthrow LOC-I as aviation’s dominant fatal threat.
